Why your Google, Meta, Bing and GA4 conversion numbers never match - and which one to trust

A Brisbane growth lead can watch Google Ads claim 61 conversions, Meta claim 88, Bing claim 14, and GA4 claim 47 for the same Monday-to-Sunday window. None of those numbers is a lie in its own world. Each platform is doing what it was built to do: take a click, attach a conversion window, and tell its bidding system that something valuable happened. The job of paid ads conversion tracking in Australia is not to make those four numbers identical. It is to decide which event is allowed to train spend, which event is allowed in the board pack, and which event is only a diagnostic.

That job sits under GST-inclusive media, rising search CPCs, and privacy rules that already knock 20%+ of conversion data off the table through ad blockers and consent. Performance Max now drives the bulk of many Search accounts. Meta still swings day to day in learning. Bing remains a quiet slice for B2B and older searchers in Perth or Adelaide. If the conversion you send those systems is a thank-you page view instead of a qualified enquiry, you are teaching them to buy the wrong thing, cheaply.

This guide is for the person who owns the marketing number: how the stack actually fires, what a healthy AU setup looks like, what to ignore when dashboards disagree, and a compact check you can run without a rebuild.

How conversion signals travel from an AU click to four bidding systems

Start with the click. Someone in Melbourne searches, sees a Meta reel, or hits a Bing listing. The ad platform stamps a click ID (GCLID, FBCLID, MSCLKID). Your landing page should keep that ID in a first-party cookie or URL parameter long enough for the form, call, or WhatsApp tap to happen. If the page reloads through a redirect that strips parameters, the platform never gets a clean handshake, even if GA4 still records a session.

Then comes the event. In Google Tag Manager you fire a named event when the real action completes: form success, click-to-call on mobile, calendar booking, or a CRM status change. GA4 receives that as an event you mark as a key event. Google Ads and Microsoft Advertising import it (or receive a parallel tag / UET). Meta wants the browser pixel plus Conversions API so Event Match Quality is not running on crumbs. The same human action can therefore land four times, with four attribution windows, four lookback rules, and four ideas of “view-through”.

Consent is not a footnote in Australia. If the tag waits on a banner and the user never opts in, smart bidding loses the conversion. Teams often treat that as a legal problem only. It is a media problem: Enhanced Conversions and CAPI exist because cookie-only setups now under-report enough that automated bidding starts chasing ghosts. First-party fields (email, phone, hashed) are what keep Google’s unified Enhanced Conversions toggle and Meta’s server events useful when the browser goes quiet.

CRM close is the last hop, and the one most AU accounts skip. A form_submit is not a booked job. A demo request that sales marks “unqualified” in HubSpot or Salesforce should not keep training Performance Max. Offline conversion import (or a server-side event keyed to the original click ID) is how you tell Google Ads and Bing which leads became pipeline. Meta can take the equivalent via CAPI with a value. Until that loop exists, you are optimising for form volume. Plenty of teams still do that, then wonder why CPL looks fine while revenue does not.

Landing-page behaviour sits between click and event. If the form is below a slow hero, INP is ugly, or proof is missing, people bounce before any pixel fires. Session recordings and heatmaps show the drop: rage clicks on a disabled submit, scroll stopping above GST-inclusive pricing, mobile call buttons that do not match the conversion you defined. What good paid ads conversion tracking looks like for Australian teams

A healthy stack has one primary conversion per buying motion. For most lead-gen sites that is “qualified enquiry”: form with a valid phone or work email, plus a call over a minimum duration, plus a WhatsApp message that sales actually answers. Secondary events (page_view, button_click, scroll) stay diagnostic. They do not get “Include in Conversions” in Google Ads. They do not get optimisation status in Meta. Bing UET goals mirror the same primary event, not a duplicate thank-you fire.

UTMs are boring and they still matter. Campaign, source, medium, and content should be consistent enough that GA4 traffic acquisition and the CRM source field tell the same story. Performance Max will never look as tidy as branded Search. Accept that. What you can control is: every paid landing URL carries UTMs, GCLID is not stripped by the CMS, and offline imports use the click ID rather than “Google / organic” because someone typed the brand later.

Directional ranges, not fantasies: in-platform ROAS still varies widely by vertical. WordStream’s 2024 Google Ads benchmark report shows average ROAS typically landing somewhere in a 2-8x band depending on industry, and Meta Business Benchmarks likewise treat return as vertical-specific rather than a single mixed-industry figure. Those ranges are indicative only - they are not your P&L and they are not a reason to starve Meta. They are a reason not to compare last-click GA4 revenue to Meta’s 7-day click / 1-day view number in the same slide. Search CPC pressure is real; global averages near USD $2.96 and a 12% year-on-year lift show up in AU accounts as more wasted queries if negatives and landing alignment lag. 20-30% of SEM budget still dies on junk terms and homepage dumps. Mobile takes 63%+ of paid search clicks while converting 30-40% worse than desktop, so a tracking plan that only fires on desktop thank-you pages will flatter Search and starve the real device mix.

Pages have to be fast enough that the event can happen. Only 55.9% of CrUX origins pass all three Core Web Vitals. If LCP and INP fail on the paid URL, you will under-count conversions and over-pay for clicks that never reach the form. Dedicate landing pages to the ad promise. If someone says they “just send traffic to the homepage,” you already know how that story ends.

Reporting cadence is weekly enough to catch a broken tag, not daily enough to chase Meta’s learning-phase noise. You reconcile platform conversions to CRM-qualified leads on a 7 or 14 day lag, not same-day. You keep a simple identity: Google Ads primary conversion = Meta Purchase or Lead with value = Bing goal = GA4 key event = CRM “MQL” or “booked consult”. Names can differ. The definition cannot.

What to ignore when Google, Meta, Bing, and GA4 refuse to match

Do not treat last-click GA4 as the court of truth. Last-click double-counts across channels when someone clicks Search on Tuesday and Meta on Thursday. View-through on Meta will always look “fat” next to Bing. CM360-style multi-touch from Google Ads has been getting noisier, not cleaner. Attribution still helps you kill a bad campaign. It is a weak answer in a board deck. If you need business-level impact, you are in incrementality and mix-modelling territory, not another Looker pie chart.

Ignore Event Match Quality as a profit forecast. EMQ tells you Meta received match keys. It does not tell you the lead will close. Ignore “micro-conversions” added to the conversion column because volume felt too low for Smart Bidding. That is how you teach the algorithm to harvest newsletter ticks. Ignore daily Meta CPA swings at low spend; the learning phase is supposed to be ugly. Ignore guaranteed CPL promises made before anyone has seen your account, your landing pages, or your unit economics. Realistic paid programs still take 3-6 months to settle, especially when tracking was the first thing that was wrong.

  3. Mark the same event as a GA4 key event. Import it into Google Ads as the only primary conversion for bidding. Mirror it in Microsoft Advertising with UET.
  4. Turn on Enhanced Conversions (unified) and Meta Conversions API with hashed email/phone. Check consent mode so opted-out traffic is modelled, not silently dropped.
  5. Build UTMs with a single convention and stop stripping click IDs in page builders. Spot-check Performance Max, branded Search, and one Meta Advantage+ campaign.
  6. Join last week's platform conversions to CRM statuses. If Google Ads is 2x CRM MQLs, you are training on junk or double-firing. If CRM is higher, the tag is missing mobile or thank-you variants.
  7. Watch five paid sessions on the actual landing URL. If the form never reaches submit, tracking is not the constraint. Creative and the page are.
  8. Lock the conversion column. No extra "engaged session" goals in bidding for 30 days while you collect clean signal.

A Melbourne B2B SaaS marketer we worked through this with had Google Ads “conversions” firing on every HubSpot form start, including people who closed the modal. CPL looked heroic. Sales said the calendar was empty. They switched the primary event to form_submit on the thank-you path, imported only “SQL” from the CRM after 11 days, and Smart Bidding stopped buying tire-kickers from generic “software” queries. One definition change. Same budget. The pattern is the same in other Sydney weeks: platform conversions at 61 and CRM SQLs at 29 until bidding is trained on the SQL import, after which CPC can rise while pipeline actually shows up.

A Gold Coast services operator had Meta leads at a tidy CPA while Bing and GA4 barely moved. The Instant Form never passed the click ID into the CRM, so offline value never returned. Meta’s CPA often looks cheaper than Search until Instant Form dumps stop counting; after CAPI and a real landing form, the “cheap” channel is frequently just unfinished.

Should GA4 or Google Ads be the source of truth for AU paid spend?

GA4 should not be the sole source of truth for Australian paid spend, and neither should Google Ads on its own. Use Google Ads (and Meta, Bing) to train bidding on the primary conversion you defined. Use GA4 for pathing, landing-page diagnosis, and channel mix. Use the CRM for whether the lead was real. Reconcile platform numbers to qualified pipeline on a 7-14 day lag, not in the same-day export.

Do we still need Bing conversion tracking if spend is small?

Bing conversion tracking is still required if you run Microsoft Advertising at all, even at small Australian spend. UET with the same primary goal keeps that slice from learning on page views. If spend is truly experimental, pause Bing rather than leave a zombie pixel that inflates “total conversions” in a roll-up report and pollutes how the rest of the stack is judged.

Is Conversions API worth it if the Meta pixel already fires?

Conversions API is still worth it when the Meta pixel already fires, because Australian accounts already lose 20%+ of browser events to blockers and consent. CAPI plus hashed first-party fields is how you keep match keys in the auction. It will not fix a weak offer or a slow page, but it stops smart bidding from training on a silent, under-reported pixel.

How often should we change conversion actions?

Conversion actions should change rarely, because constant structure changes reset learning in Google Ads, Meta, and Bing. Change the definition when it is wrong (thank-you versus qualified lead), then leave bidding alone long enough to collect clean signal. Daily tweaks feel like control. They usually just wipe the model before it can distinguish junk volume from pipeline.

What if platform ROAS looks strong and finance still does not believe it?

Platform ROAS is not enough when finance still does not believe the paid number: join conversions to closed revenue or SQL count, GST-aware, in AUD. If you cannot make that join, the tracking job is unfinished. Indicative 2-8x industry ranges from WordStream and Meta benchmarks are not your P&L and should not sit in the board pack as proof of profit.
