They want to know whether last month’s Google, Meta, and Bing spend produced pipeline in pounds, after VAT, that sales will actually work. How four UK platforms count the same click without agreeing
Start with the object, not the glossary. Someone in Manchester clicks a Search ad, lands on a dedicated page, fills a form, and later books a call. Google Ads, Meta, Microsoft Advertising (Bing), and GA4 each try to claim that moment. They do not share a clock, a consent state, or a definition of “lead”.
Google Ads conversion tracking is a bid signal. You import or tag a conversion action, decide a counting method (one vs many), a click-through window, and whether Enhanced Conversions hashed first-party fields go back to Google. Performance Max and AI Max live or die on that signal. If you fire “generate_lead” on form start as well as form success, you teach the auction that half-completed forms are success. Bing’s UET tag is the same idea with a different pixel: goals in Microsoft Advertising, optional enhanced conversions, and a habit of sitting forgotten when the media mix is “Google plus a bit of LinkedIn”.
Meta is messier in 2026. The browser pixel plus Conversions API (CAPI) is the pair. Event Match Quality is a diagnostic, not a profit forecast. Audience language from operators is blunt: “creative is your targeting”, “run broad”, “signals over keywords”. None of that works if Purchase or Lead fires on page view, or if Instant Form leads never land in the CRM with a UTM. Meta’s 7-day click / 1-day view default will always look fatter than GA4 last-click. That is not fraud. It is a different attribution contract.
GA4 is the website’s ledger, not the ad platform’s. A key event is just an event you marked important. It does not know your sales cycle. Session-scoped last click will under-count branded Search that assisted a Meta click last week. Cross-domain payment or booking widgets drop client IDs if you never listed the extra domain. Consent Mode v2 in the UK (PECR plus UK GDPR, cookie banners that actually block tags) means a large slice of traffic never sends ads cookies until the user says yes. Server-side GTM and CAPI recover some of that, they do not invent consent.
UTMs are the cheap glue. Campaign, source, medium, content, term, written once, forced on every paid URL, including Performance Max asset groups and Meta Advantage+ where auto-tagging will not save you. Landing pages sit in the middle. A slow LCP or messy INP does not just hurt UX. It drops the conversion you were trying to measure. May 2026 CrUX data has only 55.9% of origins passing all three Core Web Vitals. Secondary events (call click, WhatsApp click, chatbot start) can exist for diagnostics. They should not all be “primary” in Google Ads or you split learning across junk.
Windows: 30-day click for most B2B lead gen in Google and Bing is sane. Meta view-through on a high-consideration offer will inflate. Turn view-through off for Lead if your sales cycle is a 20-minute discovery call, not an impulse checkout. Enhanced Conversions and CAPI should both be live. You will still lose some volume to blockers. The point is to keep Event Match Quality and Google’s hashed match high enough that smart bidding is not flying blind.
Directionally, a tidy UK lead-gen account often shows Google in-platform conversions 15-40% above GA4 last-click for the same period, Meta higher still if view-through is on, and CRM-accepted leads below all of them. That gap is expected. What you refuse is a 3x gap with no explanation: usually duplicate tags, a thank-you page that also fires on back-button, or a GTM container that survived two website rebuilds. Performance Max can still land in the 4x-8x ROAS band in well-instrumented accounts. It will not if the conversion action is “any form on the homepage”.
CRM close is the adult metric. HubSpot, Salesforce, or whatever your UK team uses must ingest UTMs and gclid / wbraid / gbraid / msclkid / fbclid where you can get them. Offline conversion import back into Google Ads (and analogous uploads where Meta and Bing allow) is how you tell the auction which leads became pounds. Without the loop, you optimise for cheap form fills from students in Liverpool who will never buy.
If you send paid traffic to the homepage, stop. Dedicated landing pages, message match, and a form that posts a clean success event are part of tracking, not a separate “CRO project”. Soft check: if media cannot name the exact URL and the exact GTM trigger for last week’s best campaign, the stack is not healthy yet.

Saying “attribution is basically dead” is lazy. Saying last-click is not the board pack is accurate. Unified measurement and simple incrementality (geo holdouts, branded Search on/off for a fortnight in a city) beat another multi-touch model nobody trusts.
Do not treat Meta Event Match Quality as a profit KPI. A high EMQ with a Lead event on landing-page view will happily spend. Do not treat GA4 “engaged sessions” as pipeline. Do not treat Google Ads “all conversions” as qualified demand when it includes store visits you never validated. Call-only ads that fire a conversion on click, not on a 90-second conversation, will look cheap and fill the diary with wrong-number noise.
Resist optimising on daily Meta CPL during the learning phase - with under ~50 conversion events a week, swings of 40-60% are statistical noise, not a signal to change creative or budget. Guaranteed CPL from anyone who has not seen your landing pages, unit economics, or consent setup is not a forecast you can take to finance. Stuffing 12 conversion actions into one campaign “for completeness” splits learning; automated bidding on garbage inflates budget without improving quality. That objection is fair when the tagged event is garbage. It is not an argument against Smart Bidding once the event is a CRM-qualified lead.
Also ignore rebuilding the account structure every time a new Google product launches. Constant structure changes reset learning. Fewer campaigns, broader targeting, and a clean conversion setup beat a 2024 audience-stacking playbook. Creative fatigue on Meta still shows in CPM before lead volume falls. That is a creative problem. Do not “fix” it by adding another pixel.
If reporting is monthly-only, issues hide. Weekly is enough: platform conversions vs GA4 key events vs CRM accepted vs closed-won pounds. Anything that cannot survive that four-way view is decoration.

No. Different windows, models, and consent. They should move in the same direction week to week, and CRM-accepted leads should be the number you defend. A stable 20-40% platform premium over last-click GA4 is common. A 3x unexplained gap is a bug.
Is Enhanced Conversions plus CAPI enough after cookie loss?
They recover a useful share of the 20%+ you lose to blockers and declined consent. They do not replace a first-party CRM ID or offline import of closed revenue. Treat them as signal quality, not a complete census.
Where should UTMs live if Performance Max hides search terms?
On every final URL and in the CRM on the person. Asset-group naming and value-based bidding still need a clean conversion. UTMs will not reveal every query. They will tell you which paid family produced the lead that closed.
Do we pause automated bidding until tracking is perfect?
Do not run Max Conversion Value on a duplicate thank-you event. You can keep a constrained manual or tCPA test while you fix tags for a few days. Once the primary event is CRM-grade, automated bidding on that event is usually better than living in 2020 manual CPC forever.
How do we handle conversion tracking when our form uses a third-party tool like Typeform or HubSpot embed?
Do not fire Lead on iframe load. Listen for the embed’s success callback (or a thank-you redirect you control), then push one event with a unique lead ID to GTM, CAPI, Google Ads, Bing, and GA4. Pass UTMs into the form hidden fields so HubSpot or Typeform still stores campaign, source, and medium on the contact. If the widget lives on another domain, add it to GA4 cross-domain measurement or you will lose the session that paid for the click.
