Open GA4 on a Wednesday in Leeds and count the “generate_lead” events. Then open the CRM. If those two numbers are not even in the same postcode, you do not have a measurement problem you can paper over with another tactics list. You have a conversion event that is counting page noise as pipeline.

UK marketing leaders live with this gap every week. Blended ROAS benchmarks across UK Google Ads accounts typically run 3-5x, against 2-3x on Meta, depending on sector - but those numbers only hold if the event you send them is an actual enquiry: a completed form with a usable email, a click-to-call that rang, a booked slot, not a thank-you page view that fired twice. Privacy cuts already wipe 20%+ of conversion data. If the remaining signal is the wrong event, Smart Bidding and Performance Max (which now drive the bulk in many UK accounts) will chase the wrong people in GBP.

A scored audit is the only honest way through it. You inspect each event against booked work, mark pass / weak / fail, and fix the fails that poison bidding before you add spend. Vanity session counts and “engaged sessions” do not book an electrician in Birmingham or an estate agent viewing in Edinburgh. Key events that match CRM rows do.

Work through this scorecard in order. For each item, open GA4, Tag Assistant, and last month’s enquiry log. You are looking for events that a sales or ops person would recognise as work, not for a pretty Events report. Mark the item only after you have checked the live site, not the staging container.

Mark pass, weak, or fail, then freeze the bidding inputs

Score each of the twelve items as pass, weak, or fail. Pass means you watched it fire once on a real submit and found the twin in the CRM. Weak means it fires, but parameters, currency, or consent modelling are sloppy. Fail means it fires on the wrong action, fires twice, or does not fire when sales logged an enquiry.

Prioritise in this order, not by how embarrassing the dashboard looks. First, anything that double-counts or fires on click instead of success. Those events are poison for bidding. Second, consent and Enhanced Conversions, because you are already missing 20%+ of data to blockers and privacy. Third, GBP values and CRM join keys, so ROAS is not a toy. Fourth, call and WhatsApp isolation. Last, nicer event names. Renaming generate_lead while it still fires on newsletter signup is theatre.

Do not scale a campaign that is winning on a fail. High CPC pressure already pushes some UK accounts back to manual bidding. If the conversion column is inflated, manual or AI Max, you are still buying the wrong click. Intent before budget. Tracking before creative. Speed on the form (INP) before a new Meta concept. Creative fatigue shows in CPM first anyway; a dirty event will not tell you that story.

Write the twelve marks in a sheet with owner and date. If two people disagree on item 2, you do not have a process, you have folklore. Re-run the live form test after every site publish. Redesigns are when UK stacks quietly go back to page_view conversions.

Thirty days to make key events match the diary

This is repair, not a new measurement philosophy. You are not ripping GA4. You are making the events you already marked as key match booked enquiries in GBP.

30-day repair

  1. Days 1-3: Export 28 days of key events and 28 days of CRM or call-log enquiries. Split by channel. Circle the rows that exist in GA4 only. Those are your false positives.

  2. Days 4-8: Fix form success to fire once on accepted submit. Kill click triggers. Separate WhatsApp and tel: events. Confirm in DebugView on iPhone and Android, not only Chrome on a laptop in the office.

  3. Days 9-12: Align Google Ads conversion actions to the surviving primary events. One primary per enquiry type. Turn off the duplicate gtag if GA4 import is the source of truth.

  4. Days 13-18: Turn on Enhanced Conversions, set currency to GBP, add a conservative lead value if you lack actuals. Recheck Consent Mode so denied cookies do not zero the stream.

  5. Days 19-24: Add form_id and page_location. Filter internal IPs. Test UTM persistence through the cookie banner with fresh links.

  6. Days 25-30: Reconcile again. If CRM and GA4 still diverge by more than you can explain with consent modelling, watch the form with behaviour data and fix the page before you raise bids.

Schema on the thank-you page will not save a click trigger, but if you mark up FAQ and LocalBusiness on enquiry URLs, validate it so search and sitelinks do not send people to a dead form. Keep the 30-day list on one owner. Split ownership is how UK stacks pick up a second conversion fire after a “clean” publish.

FAQs

Should every form on a UK site be a GA4 key event?

No. Only events a human would call an enquiry: quote, callback, booking, contact with intent to buy. Newsletter, brochure, and “download the guide” stay as events, not key events, and they stay out of Google Ads as primary conversions.

Is GA4 import enough, or do we still need a Google Ads tag on the form?

Pick one primary path. Dual firing is the usual UK duplicate. If you import key events, do not also fire a conversion linker event on the same submit unless you have a documented, deduped setup. Check counting method is “one” for leads.

What if CRM volume is lower than GA4 even after we fix duplicates?

Consent modelling, ad blockers, and slow forms explain some of it. The rest is usually users who submit then never become a row because of spam filters or a sales-side reject. Do not “fix” that by loosening the event. Fix the form and the handoff.

Do we mark phone calls from call tracking providers as the same event?

Use a dedicated event and a unique conversion action. If the provider already posts to Ads, do not also mark the tel: click as primary. You will triple-count a single Manchester callout.
