Someone already sent a WhatsApp enquiry, paid a deposit on PayNow, or booked a slot for aircon servicing at an HDB or condo. Then Instagram shows them the same “book now” creative they already converted on. That is not a frequency problem first. It is an exclusion and event-quality problem, and in Singapore it reads as rude faster than it does in larger markets because the funnel is short, WhatsApp is the CRM, and people recognise your brand after one conversation.
This how-to gets you to a working Meta Ads remarketing setup in Singapore that still chases window-shoppers, cart-abandoners, and Instant Form drop-offs, while booked customers stay out of the loop. Done looks like this: Pixel plus Conversions API firing a clean Purchase or Booked event, a customer list you refresh at least weekly, exclusions on every retargeting ad set, frequency you can defend, and creatives that do not pretend the person never converted. Blended Meta ROAS for local service businesses in Singapore typically runs 1.8x-3.2x depending on category - well below branded Search. You cannot afford to spend that budget nagging people who already paid GST-inclusive invoices.
If you already run cold Advantage+ and want remarketing as the polite closer, stay in Ads Manager. Do not open a new channel until this loop is honest.
Access, events and lists you need live in Singapore before you build ads
Skip this and every later step ships a campaign that “looks excluded” in the UI while still hitting booked customers. You need Business Manager admin on the ad account, the Facebook Page, and the Instagram account. You need the Pixel installed via GTM on the thank-you or booking-confirmed URL, not only on the homepage. Instant Forms do not replace that Pixel if sales close on WhatsApp or a booking widget on a .sg domain.
Conversions API (CAPI) is not optional here. Ad blockers and iOS privacy routinely wipe 20% or more of browser events. If Booked only lives in the browser, Meta will keep optimising toward people who already converted because it never saw the conversion. Push server-side events with email, phone, or external_id hashed. Event Match Quality is a diagnostic, not a profit forecast. Treat it as a plumbing check, not a KPI you report to the CEO.
Your CRM or booking tool must emit a flag you can upload: paid, booked, deposit received, job scheduled. In Singapore that often means a Zap or webhook from a calendar, Shopify, or a simple Google Sheet your ops team updates after PayNow hits. Upload that list as a Custom Audience of customers, hashed emails and SG mobile numbers (65 prefix). Refresh it. A list last uploaded in March will retarget April’s booked jobs.
UTMs must survive WhatsApp. If the ad lands on a page and the enquiry hops to chat, you still need a source you trust. Build those links with a UTM link builder before you duplicate ad sets. - In Events Manager, confirm PageView, ViewContent, Lead or Contact, and Booked or Purchase fire with distinct names. Map WhatsApp click and Instant Form submit as Lead, not as Purchase. If ops closes on PayNow after chat, fire Booked from the server when status flips, not when the form submits.
- Create Custom Audiences: site visitors 7 days, 30 days, and 90 days; video viewers 50%+ of a 15-second hook; Instant Form openers who did not submit; and engagers on the Page or IG profile in 30 days. Keep Singapore as the location filter on every ad set. Do not mix Malaysia or “Southeast Asia” into a local booking offer.
- Create the customer exclusion audience from hashed emails and mobile numbers, plus a Pixel-based audience of people who fired Booked or Purchase in the last 180 days. Use both. Pixel-only misses people who booked by phone. List-only misses people who paid without an email on file.
- Build one remarketing campaign, not five. Two ad sets is enough: warm (7-day visitors and form abandoners) and cooler (8-30 day visitors and video viewers). Exclude the customer list and the Booked event audience on both. Cap frequency at 3-5 impressions per 7 days. If you sell high-consideration B2B, go lower.
- Set conversion optimisation to Lead or Booked, never to landing-page views. Advantage+ placements are fine if creative protects the feed. Turn off Audience Network until you have exclusions proven, because cheap inventory is where booked customers still see you after you “fixed Facebook”.
- Write creative that assumes they already know you. No fake urgency. Use “still deciding on a slot this week?” or a proof block (response time, GST-inclusive pricing, service area: East, North-East, Central). Keep Instant Form fields short: name, mobile, preferred timing. Send serious volume to a landing page when you need proof, maps, or a calculator. - Rotate creative when CPM rises before lead volume falls. That is fatigue showing up. Swap the first three seconds, not the logo. Retire the ad that still runs to booked customers because someone duplicated an ad set and forgot the exclusion.

Where Singapore remarketing still nags after the boxes look ticked
Duplicated ad sets are the classic miss. Someone clones the 7-day set for a Punggol promo and the exclusion does not copy. Booked customers sit in the new set for 11 days before anyone notices the WhatsApp complaints. Audit exclusions at the ad set level, not the campaign name.
Instant Forms versus pages: Forms feel cheaper. They also create a Lead that never becomes a job, then you retarget that person as if they are warm. If your closer is WhatsApp, send them to a page that pre-fills chat with the UTM, or accept that Form leads need a different, quieter sequence: one reminder, then silence if they booked offline.
Lookalikes built from “all leads” will include tyre-kickers and booked customers’ similar profiles. Seed lookalikes from paid jobs only. Broad plus strong creative now outperforms 2020 stacking. Creative is the targeting. Weak offers plus broad delivery is how budget leaks.
Timezone and language: account in GMT+8, copy in Singapore English. “Schedule a visit” beats “book a consultation” for home services. Do not run US spelling and US urgency (“limited-time, this weekend only”) on a Tuesday when your team cannot answer until after CNY or Hari Raya hours.
Attribution fights: Meta says 2.8x ROAS, Search looks like 4.2x, finance sees one invoice. Do not kill remarketing because last-click gave the conversion to branded Search. Check whether the Meta touchpoint landed the same day as the WhatsApp conversation. If a booked customer still saw the ad, that is a tracking failure - fix the exclusion, not the attribution model.
When landing pages are in the mix, watch rage clicks on the sticky WhatsApp button and form fields that ask for NRIC or full address too early. That is a conversion issue, not an audience issue. Fix the page before you raise frequency.

Should we exclude booked customers for 30 days or forever?
For one-off jobs (aircon, movers, a single course), exclude 180 days unless you have a genuine replenishment offer. For subscriptions or repeat retail, exclude 14-30 days, then run a different post-purchase sequence with a different CTA. Never reuse the acquisition ad.
Is Advantage+ remarketing safe if we already exclude customers?
Safer than people think, if the exclusion audiences are attached and Booked is a real event. Advantage+ will still hunt cheap reach. Watch Audience Network and frequency. If booked customers reappear, it is almost always a missing exclusion on a child ad set, not Advantage+ “ignoring” you.
Do we need a separate campaign for Instagram Reels versus Feed?
Usually no. Split by warmth and offer, not by placement, unless one placement is driving the complaints. Placement-level frequency can hide a Reels problem while Feed looks fine. Check placement breakdown before you split structure and reset learning.
What budget makes remarketing worth turning on in SGD?
A practical floor is SGD 20-40 per day per remarketing ad set - enough to generate 5-8 leads a week toward the 50-event learning threshold. Below that, leave remarketing off and let cold Advantage+ do the work. If cold spend cannot generate a handful of Booked events a week, remarketing will sit in learning and look random. Get Pixel and CAPI honest first. Then give the warm ad set enough to exit learning without stealing the entire cold budget. GST 9% sits on media invoices; model that into CPA so finance is not surprised.
Can we remarket people who only messaged on WhatsApp?
Yes, if you can hash that number into a customer or lead list, or if the click-to-WhatsApp event is in Events Manager. Click-to-chat is not Booked. Exclude people whose thread status is won. If ops never updates status, you will retarget every chat, including the jobs you already won.
